I can usually tell when a program doesn't include ethics or philosophy training in their curriculum, because I can ask new grads in an interview "What could we do about wicked problem X?" and follow that with "Should we do that?" They're not sure how to evaluate risk and value.
Nope, it's still very rare to be mandated, but some programs require a few liberal arts electives and suggest philosophy and social science programs. I'm really railing against the program that don't even suggest liberal arts electives.
