Stop it. There's no such thing as "color contrast." Contrast is hue independent. People who make standards need to know what they are talking about.
Do they mean "contrast" as in opposing or opposite? Do they mean "perceptual contrast" and the aesthetics of color, not the physical contrast of differential brightness?

They mean physical normal "contrast" but added the extra word to muddy the issue, apparently.
