When you design a platform (something built to be built upon), who are your users? The builders or their users? The answer is not clear.

Usually both. Different sides, often different task flow (etc) models, but both as long as they let me do both sides.

Agreed, and the user's users can be affected directly or indirectly. Platforms should make good experiences easier to deliver, but...
