Finding the direction (its normal) is simple, as is finding polygons facing opposite to others. Knowing which direction is outside is hard.
@robhawkes I'm not up to that challenge, but the 1st thing I thought: add gravity and use the motion vectors. Motion helps everything. ;)

@robhawkes when the 2 objects approach, you'll know the center/inside of each from parallel but opposing direction from reference polygons?
