Bold et al eg govt "contract" teachers were not paid and then made permanent. Ie they implemented entirely diff program. Is that imp effect?

Given that implementer matters at least as much as mechanism, sounds like we should focus a lot more on evaluations of gov't implementation!

From what's here, it is the mechanism--knowledge & intensity of the intervention. What I suspect happens is intensity is reduced in scale up

A good point, depends on what your goal is. If goal is shortest path to scale up, evaluating with your at-scale implementer is simplest.

But if goal is understanding WHY, then you need to unpack specifically how gov't implementation differs from NGO implementation.
