This would be obvious to people who live in cities: but, living in cities you regularly engage with people of all economic conditions. It is living/working outside cities that you are able to be more isolated from various socio-economic conditions.

The people can make the government whatever they want it to be. That's literally the mandate of the us constitution. Is democracy easy? Of course not. But the power is entirely in our hands to do just about anything we want.
