Each browser can handle their UA string as they like. None of the browsers are violating any standards here. The browser vendors coordinated here to increase privacy and interoperability.

I know we're supposed to use feature detection, but this is typically client-side only. Can we detect features on the server-side? For example, can a server detect if a browser (or rather OS) enabled dark mode?

Microsoft had problems with native apps "sniffing" the Windows version, and doing it wrong. So they deprecated the "get version" API and added new "is version greater or equal to X" APIs, and made them all lie unless you declare compatibility with the current version.

Eg. The functions will tell you you're on Vista when you're in fact on 7 unless your manifest declares the app is compatible with 7, and that declaration is done with a UUID that you couldn't know in advance until Win7 (beta) was released.
