One could argue that the electric grid isn’t a free market. It’s either you want electricity or you don’t. I’d guess if we had a choice between providers it would be slightly better.

I also realize you were joking. PGE is a joke. They literally didn’t bill me for two months I’m July and August and then came and hit me with a $1500 bill (three months worth) and it nearly went through on auto-pay.

You know that thing that happens in police precincts where a few bad cops make the good ones evaporate away until you end up with an entirely corrupt precinct? That happened to PG&E. Gross negligence got people killed, and instead of fixing it, good folks got pushed out.

"Oh, you don't like falsifying this fix-it ticket so your manager can get their bonus? On an unrelated note, would you mind taking this 4 hour mental acuity test that nobody your age ever passes so we can put you on permanent medical leave? Oh also, NDA if you want the money."

I think that a firm that has a state-sanctioned monopoly and whose rates can only be changed with the approval of a state regulatory body isn’t the best example of market failure.
-
Perhaps it’s a regulatory failure.
