The popular vote should require a majority of the total population. If you can't hit 51% of that total, we select new candidates and try again. RCV would solve this...

I've always thought that percentages shown during broadcasts of election returns should show "did not vote" as a percentage of eligible voters along with percentages for candidates.pic.twitter.com/nSG09sy65i
