Beginning of clip cut out- but I can infer that he said “Police are only there to react- you have to put money into prevention.” Police are necessary for stopping crime but can do relatively little in preventing it outside of patrolling. Investing in communities more effective.

2/ Build up communities with access to education, healthcare, food access, youth sports leagues, etc. Create value and equity in community empowerment and ownership. Crime will decrease.
