Because our current justice system does not attempt to reform people but puts them in time out only. If this person was given substance abuse treatment after the 1st dui and any subsequent lapses maybe this person wouldn't be at 11 DUI's

It’s also because public transit isn’t a good enough alternative currently to driving. Reform is needed to the justice system for sure, but if you live alone, drink alone, and don’t have a bus that stops near you, how are you even going to get to AA meetings?

Very easy. They drive without a license or insurance. Yes, technically it becomes a felony but the prisons are bulging with more serious offenders. If I have to choose between a serial rapist and a repeat DUI to lock up, I’ll choose the rapist.
