In my state independents can't participate in primaries. That's a big one.
The real question is who are these general election voters who don't vote during the primary and why?

I know a bunch who say they just wait til they it's decided and then vote. I can't say I agree. My mom on the other hand, was unable to vote in primary for 1st time in many years due to being in the hospital.
