I think I get your point but the mortality rate is also skewed without the testing because we aren't testing people after they are dead to see if they had COVID. The point of infection rate is to extrapolate the % to the total pop and get an idea of the spread rate.

Case numbers and infection rates are obviously related but generally, it's focused on seeing how much data on the population is available in order to either enact safety precautions or lift those precautions.
