Some police departments train people in Scotland. They basically learn how to police without guns, de-escalate etc.

This is the same that's been done in the past. An issue arises with policing, police say "we got this" send officers to training where instructor is winking when they say "you need to do this...." Things go back to how they were.

If they were serious about change they would bring in outsiders to consult and not be resistant to citizen input. You know, the people are just the sheep and they are the mighty sheepdog protectors.
