Speaking generally, you need both. Ultimately the goal should be to reduce crime in the future by preventative measures aimed at root causes while still regulating current crime. How these two are funded depends on the needs of the city.

In most cases, it probably makes more sense to put more money towards preventative measures. In terms of "regulating" current crime, that can mean a lot of things, not just traditional policing.
