I guess this would be an appropriate time to remind everyone that we still lock up homeless people for 3 days for having citations for "unlawful possession of a shopping cart" go to warrant for failure to be able to pay the initial fine.

Over the last 5 years I have seen several homeless people remain in custody (for failure to pay the shopping cart fine), as the Sheriff is complaining about letting "dangerous" inmates out of jail due over-crowding.....
