There would have been no stimulus or pandemic pay for unemployment.

That’s not necessarily certain. They wanted to save the stock market as much as Pelosi did and they would have been as likely to do payroll protection.

It just would have been way more heavily means tested. Republicans do laser-focused populism for the biggest short-term ROI...so...fascism, but Democrats are preoccupied enough with trying not to say the quiet part out loud that they accidentally help some people sometimes.
