So you don’t see any difference between a Reagan or an Obama and a Trump? I mean, even Noam Chomsky who has suggested almost every president since the war would meet the Nuremberg principles differentiates between Reagan and Trump.

You’d have to call Bush a socio/psychopath then (distinct from operating in deeply flawed and perhaps psychotic system-the system that also allows non-s/p soldiers to participate in war. There are s/p soldiers, but most are not. Just as there are s/p leaders, though most are not)
