Your point is taken, my point is just that it’s not a 100% across the board. No one is intentionally trying to do harm here.
No I’m not arguing that point I’m just saying the reverse would make much more sense even from an admin point of view. Have the people who still need them send in the waiver. Much less paperwork and more people get their refunds.
