The UBI itself would, yes. If Yangs idea is implemented.. Not sure on Ilhan's proposal but she's tweeting about it today. Romney was yesterday, Bush Jr did "tax rebates" which were one time. He didn't claim credit per se, but for 2 years he's been rowing that direction.

You're basically just arguing that a UBI experiment isn't actually UBI because it doesn't last forever. Technically that may be true, but there's also a lot to learn from experiments, which is why we do them.
