Honestly, it's easy to make fun of this from a technical standpoint, but the state statutes on what counts as unauthorized access of personal information will probably still very much apply and will get you in serious trouble.
It's kind of precious in a way that people are dogpiling on him for tweeting this stuff, because when I look at those statements, I see deliberately vague comments drafted by someone else that make room for legit prosecution.

At any rate, governors don't just run their mouths on Twitter. They have staff. When they say they have referred something to a prosecutor, that means they have already talked to a prosecutor and the prosecutor told them what to say.
