One answer could be to design for local metaverses. Leave them open to cooperation with others, but don't require others participate in order for your community to get off the ground.

I'm wondering if anyone has done any work on variable trust for consensus, more or less on a per-node rating scheme. Like "if Danielle commits, I believe it, no need for consensus, but if Charlie does, well, I don't know them."

There are asynchronous consensus protocols like braid/tangle/hashgraph. Or trust quora protocols like federated byzantine (stellar) and tendermint. The main drawback is that while the network size is small they are very sensitive to attack from bad actors.
