“cloud technology” is such an awesomely hilarious brand for this in california that i almost *have* to try to do this (at least in fiction)

aerosolize seawater / brine at medium altitude into a streamline that forms a flow penetrating into the air above california and you can create shade and probably precipitation by nucleating clouds from salt at lower relative humidity (RH ~70% as in the Californian marine layer)

If only there was a big ocean near California and some way to desalinate it...

given the water levels in Lake Mead, they have no choice but to massively build out desalinization plants - if they want to save CA agriculture. but that won't help w/ wildfires.
