This a macro problem that can’t be solved with micro technological solutions. We need to change more than how we do things as a state or nation and start thinking about integrating global solutions. I think that Peggy Liu,

The solution is pretty simple, but it’s politically unpalatable. We have plenty of water for all the people in California. The thing that used it all are plants grown in the desert. We could just do less of that when water is short.

Agreed, although there is another solution. We could do a better job of storing water (reservoirs) in peak rain years. Over 10-year periods we get plenty of precipitation... we just don’t time-shift it effectively.
