indeed! simplest concept is basically making a waterfall, which could rapidly evaporate water mix a patch of atmosphere to saturation. if it's warm enough it will rise. salt aerosols form nucleation sites.

You know how they get clouds forming in the NASA vertical integration building? Another example so a uni in Saudi that uses solar heating on a flue with 2 watt water pumped pools by every entrance to keep a -30° temp differential. What're the wind patterns like down there?

something like this sure. but mainly you want to transport warm water high up and then either spray it or let it fall / crash / atomize by falling down.
