It’s the music publishers that are at issue here, not the distributors like Tidal or Spotify. Google could make the deals though. It’s big enough.

ASCAP ( American Society of Composers, Authors and Publishers) does this for music played publicly in physical spaces (e.g., bars, restaurants, sporting events). It seems logical that blanket licensing could also be done in digital spaces.

create deals w/ major labels to allow their music to be used in exchange for purchase links embedded in the description. It should be viewed as advertising. But perhaps it's viewed as dilution. Certainly, unsigned artists would love to do this. Especially 1M viewed vids.
