I’m totally glossing over the complexity, of course, this would be hard, but not actually too expensive at the scale of how important this is. The vaccine infrastructure / industry is only in the low billions in the USA, a fraction of the cost of even a day of restrictions.

Countries particularly successful / have satisfied their own requirements could export to the free market; it could be a significant revenue source for a New Zealand, for example.

There should also be efforts out of the global south. India is already doing great in pharma manufacturing worldwide. I don’t know enough about pharma manufacture in Africa / South / Central America. In the ideal case there’s be a powerhouse company making major investments.
