I can only speak to my own state's experience (Minnesota), but our government's thrall to private ownership is the problem. That's why we keep opening businesses, which is why covid keeps spreading. Frankly, I don't trust any initiative whose primary purpose is to turn a profit

no, but, all government agencies provide their employees salaries to support their lives and motivate their behavior, if you succeed well, you get a promotion, etc, you still need money in the system. this might not empower any business it could be a direct stimulus to people
