I think the -1 is optimistic, and the change is percentual, so more a reduction of 0.4. Also, the school intervention is very costly as a society. Better to find some equivalent measure, in terms of effectiveness, if possible

you're right, i've read this graph improperly; it's an R ratio, and indeed the way I was reading it doubled the effect size I can't really agree that we need to have people in school settings; i think we'd be so much better off giving kids courses of self learning...
