the money is spent, idle soldiers get into trouble, they can always drop the shovel to pick up the rifle...unless they have to use the shovel... deployment at a moment is part of the job. idk, seemed like Nat Guard was doing more of this pre/post gulf1, not so much perpetual war.

there was a last window between vietnam and gulf2 where the quasi standing army was considering working for it's existence. now we are negative interest military industrial complex.
