Yes; I saw simulations a few days ago that if the number is under 3, it's safe-(ish) to open. Cuomo is making the decision based upon the best data available. So here's a hypothesis, here is an experiment. Definitely leery but I don't have an argument to oppose.

couldn't be if the Rt is under 3 so I suppose you mean positivity, but if that's the case the threashold that they're holding per country is a positivity rating of 5% which is, idk, probably not tight enough
