the institutions are not beholden to rich people in general. they are sort of kowtowing to a kind of industrialized political patronage apparatus, which has limited application, & the people they appoint still have to do things, which they cannot, because of institutional failure

No, they are beholden to rich people cashcows — ie Christian values, which is a huge money maker — so agree it’s not “all rich people”, but it is a consortium, in the CDC case, of people committed to anti science.
