I believe in the US it is all state / municipal? In Canada it is all provincial funding except on reservation schools which are federal (which is the serious mess we really really ducked up in terms of funding). So the Ontario government cut tons of funding and we had strikes

I'm not saying teachers should have dominion. I'm saying they have many of the same ideas you have. You can be allies Why do I think current funding is the immediate battle? I raised two kids in public schools, now adults. My wife is a long-time public school teacher. Been there
