It doesn't though. Jason will pay the same amount of taxes regardless of whether his kids are in public schools or not. So if he puts his kids in a private school and pays taxes there's *more* $/student in the public school system
whether or not it's a self inflicted problem is irrelevant to the problem at hand! and many public schools have significant resources compared to worldwide peers. many of hte problems and legal and structural and slow ATOP WHICH we have the fact of the pandemic!

reform is best achieved by having alternatives as examples of things to learn and adopt from, large scale reform / rewrites and overhauls are incredibly difficult to execute & in this case it is too short a timeframe. it's going to be bad, except for brilliant individual efforts
