*most effective*, I suppose you put the proviso of "least unintended consequences" but I mean -- which unintended consequences? baseline I think we're in a crisis situation that requires world war scale mobilization and the use of unused resources during such a time is justified

The unintended consequences would depend on the means used to fill the vacant homes with homeless people. How would you suggest cities do this?

depends on the level of power i'm imagining from. if i had federal financing i'd buy or rent the homes and use it as the top end of a larger rehousing system, which will be a *large* social problem because there is an eviction crisis we are plowing right into.
