seriously i don't think that can be true, unless waht you mean is the most politically expedient in which sure that's a position you can argue, i'm pro upzoning and pro use of vacant housing during an emergency of this magnitude.

*most effective*, I suppose you put the proviso of "least unintended consequences" but I mean -- which unintended consequences? baseline I think we're in a crisis situation that requires world war scale mobilization and the use of unused resources during such a time is justified
