Possibly, but Ohio has seen much more of a case surge in the last 2 weeks than Utah has. It's been both larger and steeper.pic.twitter.com/gjglR5uyKG

I agree that Ohio should be on the list. The fact that Utah is on it but Ohio is not is probably based on Politics. It's a swing state.
But if you multiply the Utah case values by the positivity values don't they exceed Ohio?
Also Utah's cases are growing faster on a percentage basis.
Yes, but also Ohio's case positivity rate has accelerated in the last few weeks and Utah has been doing more testing. We can make the case to keep OH off if that is our goal, but it is somewhat of a tortured case, not a "this is what the science says" clean cut decision.
In my opinion they should both be on.
In my opinion, Cuomo had a moment to show real leadership and not threaten to sue RI and FL when they begged NY residents to please not spread the infection, but that's not what he did. And the moment NY sees another surge, Cuomo will turn right back around.
I don't disagree with the quarantine in theory, but the rates of infection in many of these states are *vastly* below what was happening in NY when Cuomo demanded that every state in the union welcome NY residents with open arms. I want to see a coherent philosophy here.
People are learning in the process. Even if they made the wrong call in the past, I very much appreciate a lack of coherence if it leads to doing a wise thing now.
But to do this unilaterally without making some concessions to the state's they are locking out is a very aggressive move, one that will be taken as yet another escalation.
