Your (b) and (c) are sensible given (a), which I think is delusional, at least until we seriously address our climate/ecological crisis (if we do before it kills us). I see (d) as fundamentally misguided but that would require a long conversation

imho i'm for this but think if we don't have a frontier then society goes insane. I think the way you do it is you do both, actually do both. Prioritising the urgent problems on the earth over course but at the same time developing the space tech. like suborbit flight starlink
