The world paid much too little attention to COVID-19, then briefly too much, then somehow it got politicized, and then again not enough. Is there anything to learn from this for future societal risks?

In many countries Covid-19 seems to have been fairly apolitical, and in some cases almost entirely apolitical. Australia formed a national unity cabinet In some ways this is a nitpick, but it suggests that a lot of countries already know how to avoid part of this set of issues.
