Does that one more PTO day come from employees annual vacation allowance? Are you forcing employees to use one of their vacation days to take June 19th off?

That's not what 'It does require use of a paid-time-off day' or 'We will add one more PTO day after the annual review next quarter' means. You can add another PTO day by subtracting it from an annual allowance, and forcing people to take certain days off.
