But... Among leaders planning for F2F instruction (46% of respondents), only 29% were very confident, while 63% were somewhat confident. [math lesson needed?]? 38% of schools are still undecided. And all of these “decisions” are still only “tentative”/“subject to change”

While C/U are working out requirements needed to open, few have done the cost analysis: e.g. 67% will req. mandatory health training; but only 20% have done the cost analysis Meaning, it’s all hot air for now Plus 88% are expecting declines in enrollment and in tuition revenues

They haven't done cost analysis!? What is the point? How can you begin to do it without a cost analysis!
