Which way, causality? Seems first there is myth and spirituality / collective legend, and then the monarch codifies it as religion.

Without the "divine right" argument kings never could have held power they literally convinced people they had the divine right to be king because god chose them to be born prince without that argument kings never could have help power every monarch used it from egypt to england

Specifically the question asks how they *came* to power, not how they kept it. "Divine Right of Kings" post-dates historical monarchs by quite a lot, I thought.

The sumarians had monarchs and divine right was reason they were able to hold power and they were first known civilization.

It probably started with someone who was able to predict something either astronomical or weather wise that helped the tribe enough for people to follow them and then they turned that into a religion
