Depending on technique between 1 in 1000 and 1 in 10.000 CT-thoraxes are estimated to cause cancer. Even classical x-rays carry some risk(can’t find source but think 1/100.000). Submitting people with low risk to potentially harmful interventions is obviously unethical.
