See my other reply. I think partly too is the pseudo-scientific "evidence first" mindset of IYIs in our positions of power/leadership. By time they knew what was happening, too late basically.

Many east asian countries (barring Japan) acted quickly w/ urgency. Partly due to size, partly due to institutional / societal memory of SARS. Def no Bolsaneros.
