A part of this is noticing that explicit motivations are not implicit motivations, and stated agreement is not agreement. The lion is in agreement with the gazelle, any wars fought are coordinated acts between enemies.

Implicit motivations will never be the basis of a world government I get what you are saying, but it won't work in this regard unless we find extraterrestrial life or an external motivation to cooperate universally

I'm suggesting that they are the basis of every government. If they weren't, governments would appear less corrupt, more explicitly coherent, and such.
