You mean to say when I’m sitting in a garden and everything is still but I see a fly moving. My experience of time is based on the speed of the fly ?

If everything else changes more slowly than the fly changes its position, the fly's position can be used to index all the other states of things in the garden as they evolve through time. But other things can't index all the fly's states
