? So R is personal hygiene related, and influences R0 which reflects ‘transfer’ ?

I think it means that instead, I meant to bring R from ~ 4 -> R <= 1 — rather than R0. R0 is the rate of transmission in the absence of deliberate intervention. It is my noob mistake to confuse these variables, as the actual nomenclature is much better!
