The US does have a Strategic National Stockpile of critical medical supplies. It was authorized under Pandemic and All-Hazards Preparedness Reauthorization Act of 2013 (H.R. 307; 113th Congress)

US military purchases most all of its equipment and supplies through US based companies. Doesn't scale to the whole country, but there is some production.

Scary thing is this doesn't qualify yet to touch the strategic reserve.
