Payoneer is terrible. Google auto-created an account for me there several years ago as part of paying me a $250 open source peer bonus (opensource.google/documentation/). They gave me another $1000 and Payoneer won't let me withdraw without giving them a photo of my passport. Ridiculous.

No, it's not transferrable. The only option is having the funds indefinitely frozen while complying with all of their ridiculous demands. They already demanded a picture of my passport as proof of identity, a bank account statement as proof of residence and a bunch of other info.
I received a prepaid $250 credit card branded as Google Open Source from Google through Payoneer several years ago when they included me in a previous round of the peer bonus program. I only had to provide my name and mailing address but it has clearly become a lot worse now.

I had to provide my existing Payoneer account info this time and it's working differently. Withdrawal to a bank account, obtaining a new card and currency conversion are all disabled for USD, the only currency with any funds. EUR/GBP are shown as working since there are no funds.
