Google Pay enforces the OS is Google certified to use NFC payments, so it's one of the few things that's not available without using the stock OS. There are other options available such as Curve which has a working variant of their app on Huawei's store and perhaps elsewhere.

Google Pay app works fine on GrapheneOS but their service enforces that the OS / device combination is Google certified to use NFC payments. GrapheneOS isn't Google certified. It's possible to spoof the certification check but we don't do that since it will stop working soon.

There are other tap-to-pay alternatives available. Some are available through banking apps using services shared across them and there are others like Curve. Google Pay NFC payments isn't an option because they choose to make it unavailable on any non-Google-certified OS.

Try it from Huawei's app store or elsewhere rather than Play Store. If you were trying the Play Store one, that probably won't work.
